The 14th Public Accounts Committee Performance Report

11-12-13 Onwards.

  • Syed Khursheed Ahmed Shah Immediately after his election as Chairman PAC; called a meeting with the Principal Accounting Officers on 30th December, 2013 to discuss and devise a strategy for cleaning up the Backlog of the Audit Reports for eight years.
  • The workload for the first session of PAC was spread over three (3) days. However due to efficient working and two (2) non-stop meetings stretching to almost five hours each; the Committee completed whole agenda in just two (2) days.
  • The Committee took notice of the Delay in the completion of the New Benazir Bhutto International Airport; acting pro-actively the Committee visited the Site of New Benazir Bhutto International Airport on 23rd December 2013. On the same day a meeting was held during which the Aviation Division presented a briefing stating the reasons of delay of the project.
  • The Committee directed the Aviation Division to expedite the work on the project and complete the project within the estimated time.
  • The Committee is determined to save each Rupee of the People of Pakistan. Taking definite decisions the Committee has also referred a number of cases to the National Accountability Bureau (NAB).
  • A case regarding the M/o Information, Broadcasting & National Heritage amounting to a loss of USD 30000 was referred to NAB on 31st December 2013, and a case regarding to the M/o Petroleum & Natural Resources pertaining to the misappropriation in PSO of PKR 5 Million was also referred to the NAB on January 16th, 2014.
  • The Committee in its first session held on 31 December 2013 also took note of the D.G PBC’s alleged misuse of authority and performing Hajj on Government’s expenditure. The Committee directed Samina Pervez, Director General; PBC to deposit the money back in the Government Treasury and subsequently recovery was made.
  • The Committee in its meeting held on 1st January, 2014 took strict notice of the Financial Irregularities and Gross Violation of Rules on the award of FM-101 Marketing Rights Contract to M/s Loud and Clear and directed for the immediate termination of the Contract.
  • During the Public Accounts Committee meeting held on 16th January, 2014 the Committee showed concern over the fact that some officers in all Ministries/Divisions are not only using the Pool cars but are also drawing Car Allowance. The Committee decided to obtain complete information related to Pool Cars and payment of Car Allowance to the officers from all Ministries/Divisions and Departments for further action.

  • In order to eliminate the backlog the PAC in its meeting held on 15th January, 2014 constituted three Sub-Committees. The Sub-Committees will clear the backlog for the year 1998-99, 2002-03, 2003-04, 2007-08 and 2009-10 while the PAC will examine the current Audit Reports for the year 2010-11, 2011-12 and 2012-13.
  • The Secretariat before the commencement of the formal business of the Committee through a letter asked the PAOs of all the Ministries and Divisions to submit inquiry/progress reports on the PAC Reports for the Years 2004-05 and 2006-07 and report on review of implementation status of PAC Directives on Audit Reports for the Year 1996-97, 1999-00, 2000-01, 2005-06 and 2008-09. Almost 90% of such reports have been received by the PAC Wing.
  • The PAC Adopted the Report of the Sub-Committee on “Conflict Between Financial Powers of Board of Directors In Different Public Sector Companies with the Powers of Ministry Of Finance” on 15th May, 2014. Complete text of the Report available here
